Flooded tunnels and submerged servers form the Drowning Network. Half of Kestral’s surviving data waits beneath black water.
Dead shipping grid
Deepwater hangars and freight husks outlived the authority that built them. Kestral uses the empty space for transactions too dirty to index.

Storm grids descend beneath the modern city into protected systems. Official records agree on the structure and almost nothing underneath it.

Forty years old. Elite, suspicious, and careful by architecture. Ren works through obsolete handshakes and institutional memory because new systems are built to report whoever touches them. His sister left him one word: COGNITA.
Operator · employer unknown
She arrives with ten million credits, a route into a dead Kaspar archive, and no verifiable past. Virelle never says who hired her—or why her employer needs Ren Vale. Every answer points away from her. The question is whether she is protecting her client or afraid of them.
Compatibility sovereign
Kaspar does not need to own every device. It owns the standards that let hostile systems recognize one another: identity, health, transit, surveillance, drones, and the legal grammar attached to a body.
No public record
The name appears in no index, budget, memorial, or research archive. What remains points toward a program Kaspar buried so completely that even asking the wrong question can make someone disappear.
System laws
Every system needs power, bandwidth, cooling, permission, or a body. Every shortcut produces an owner.
An obsolete board recognized by every door is more dangerous than a brilliant device the city refuses to understand.
Paper, keys, dead rails, and cold readers still burn, break, and lie. Their advantage is that nobody can revoke them from across the city.
No contract claims a person. It claims the organ, firmware, medical data, licensed face, and legal identity required to keep that person alive.
Recovered chronology
Government traded authority for continuity. Citizens traded disagreement for coordination. Bodies traded ownership for survival.

The Cascade failure and river breach force Kestral upward. The city repairs its skyline and leaves the floodline to remember the cost.

Ren Vale accepts ten million credits to breach an archive that does not officially exist. The city begins listening back.
